Mary, have you tried the swimsuits that you can buy with a life jacket kind of built into it? We used those last year and for a whole 2 days this year and they really seem to help with balance. All my nieces (except for two who are still using them) used these and that's how they learned to swim as well. We got them at Walmart although Target and I think Walgreens have them as well.
